Land
The existing western capitalist political economic democracy, that reacts to the majority of the population’s demand for land, is that they are all socialist or communist, and the world knows that this can’t work.
When Human Dictate uses the pamphlet heading LAND, it is not only used in terms of Agriculture, it is used in terms of small-holdings that will allow a family to live a sustainable lifestyle, it includes suburban homes, it includes access to business and industrial properties, in use or abandoned, it includes the sidewalk in the 87,5% of the land, previously reserved for white occupation.
Historically, whether the western ‘Manor’ system, the African Tribal system, or the Afrikaner Trek-boer system, every family had access to the land, and every family had opportunity to provide for the family.
In the Manuscript “Land Mine” I present a brief look at the African Farmers capabilities prior to the 1913 to 1930 period in South Africa.
At this stage, the African farmer was feeding the nation, and had we not removed the Food Chain from the African, by 1936, they would still be controlling the Food Chain, today, described more fully in Human Dictate manuscript edition 1.
South African Constitution Bill of Rights, clause 22, as covered in pamphlet 13 & 14, Human Dictate philosophy submits is a contravention of the majority of the peoples human rights, and the Human Dictate philosophy submits that Clause 25 Bill of Rights, the Property Rights, should be adjusted to ensure that every family has the opportunity to feed their family.
We return to the Freedom Charter for guidance.
THE LAND SHALL BE SHARED AMONG THOSE WHO WORK IT!
Restriction of land ownership on a racial basis shall be ended, and all the land re-divided amongst those who work it, to banish famine and land hunger;
The State shall help the peasants with implements, seed, tractors and dams to save the soil and assist the tillers;
Freedom of movement shall be guaranteed to all who work on the land;
All shall have the right to occupy land wherever they choose;
People shall not be robbed of their cattle, and forced labour and farm prisons shall be abolished.
Given that Apartheid was declared a Crime Against Humanity in 1976, the benefits of any farm owner / shareholder, received between 1976, and the date of expropriation, will be part of the compensation consideration in the Pending Constitution.
Agricultural ‘Land Allocation’ preference list, will exclude any non-white who has received opportunity and asset value at a level decided by the Human Dictate movement.
All existing business properties usage restrictions, will be subject to change, to include opportunity for those who have been previously excluded from economic participation.
Human Dictate proposes the Torrens title which is a land registration and land transfer system, in which a Court creates and maintains a register of land holdings, which serves as the conclusive evidence (termed “indefeasibility”) of title of the person recorded on the register as the proprietor (owner), and of all other interests recorded on the register.
The Torrens title system will allow the ‘native village’ plots to be included, ensuring that the individual has access to a piece of productive land.
The Torrens title will allow Residential Land, to be subdivided, and sold to allow integration of Township Communities into the economic sector.
Provided the Human Dictate movement obtains the support as defined by the present majority support, the Human will be in the position to change Clause 25 of the Constitution.
